630 steering sleeve removal

Need to remove the sleeve just beneath the steering wheel to replace the bushings and inspect the shaft. Is it just a slip fit on there, but stuck from years of dirt, rust and paint?

I can’t see any fasteners aside of the roll pin underneath sleeve.

Pointing at the sleeve in question below.

Good news is I already have the pedestal off. If I’m following correctly I just need to drive the shaft forward away from the steering wheel?

Thin metal collar had to come off, then drive pin out of thick metal washer (above cast part) remove bronze washer and steering shaft comes out the bottom.
 
Thanks RMCKY, I was able to finally remove the collar, I cautiously tried heat which didn't work, was able to lay the pedestal down and use penetrating oil and an aluminum wedge to break it loose.

I've since replaced the steering shaft bushings and am putting it back together. Has anyone drilled the casting and installed a grease zerk to lube the bushings periodically? I thought about drilling through in-between the two bushings and tapping the end to keep things moving in there.
