64 4000 5 speed question

Hi, my first post but have learned alot being a member.
1964 4000 5 speed, gas,
The specs. For transmission fluid show 8 quarts - 2 gallons. My question is do I only put in 2 gallons or fill transmission until fluid leaks from plug on lower side of transmission?
Also side note stamped on side is
4102 S/N 3928 '1
What does that serial number mean with the apostrophe? When was it built?

Are you sure about those numers? The serial number should not have an apostrophe but 39281 is a valid serial number for January 1964.

4102 is the start of a valid model number, 4 means 4000-series with 172 engine and 1 means 1963 or later. 0 is not a valid third digit but 20 (third and fourth) would be meaning All-Purpose four wheel model with adjustuble front axle (agricultural model). There should be a fifth digit indicating transmission, PTO, and sometimes hydraulics, since you have a 5-speed 2 would mean 5-speed with live PTO.
 
Thanks that is what I did. 4 gallons total. Seems odd hold twice as much as what is specd

The memory is fading i forgot to put 2 on in. 41202 is correct model. I just noticed multiple ' marks perhaps shift? Day of week I don't know
