641D 3pt Hitch Bracket question

What is the purpose of the dual brackets on these old Ford three point hitches? I have a late model Deer and there is just a single bracket on each side that hooks to the implement.

Looks like a stabilizer bar. If so, bracket for other end should be
up under the axle. It is meant to keep implement from swaying.

Sway bars. Should have a part that sits under the fender area that it hooks to. What is does is keep things like back blades form swinging side to side when both in the air or on the ground
