depending on how hilly , i would expect np less than a 100hp.The hp needed to run the machine from memeory is in theory only about 65-70hp,but to do this safely on hilly ground,even 100hp may be not enough.
I have a 654 baler( next model after 650) ,and i run with either a New holland ts110,or a jd4430.
both drive the machine well ,but even the NH you have to drop down more gears than the jd .
On hills there is no subitute for power and traction .The nh has less hp ,but being 4 wheel drive ,is a lot safer on the hiller paddocks.
 
I am running my 650 with a JD 4230 100hp but I am looking at replacing the 4230 this Spring.I was just wondering if I could drop back some in hp but I guess not.I looked at the NH 650 manual and they recommend 85 pto hp.Oh well I was just trying to get by with a little less hp which is less expensive.

I run a 650 on hilly ground with 65 HP. Its a heavy tractor with a loader and weights. It does OK, but it doesnt win any speed contests. Always trying to find the right gear...
