656 3pt internal linkage issue

New to me IH656 Hydro. All hydraulics work fine except 3pt which is stuck in the up position. I removed the plate under the seat, drained the fluid and found the linkage from the lever disconnected, (circled in red) and a piece laying down in the housing, shaft broken off, (circled in red). My next step was to order a repair manual and dive in, but thought I'd post here and take advantage of potential experience. There's always someone on these forums with good advise!

I believe that broke off because the stub is rusted in to the housing . I believe I am thinking of the correct link that does rust up solid and requires removal of that draft control cylinder and valve assembly to repair it.
