656 steering

First off change your hydraulic filter. A dirty or partially plug filter Stars the power steering system, making it hard to steer. The same filter serves both hitch and power steering pumps. The power steering pump is the one that gets starved.
 
I have changed the fluid and filter it is full of fluid no water in system that I can tell it will do it hot or cold. my 806 you can turn with 1 finger at idle hot or cold
 
Put a gauge in the steering lines and check pressure. Since you have already changed the filter and I am guessing that was real recently. A flow rater would give you both the pressure and the volume of flow while holding the wheel to the end of travel and during turning. IF no flow or pressure it will probably be the pump, relief valve, gasket or an o-ring. could also be a leaking hand pump.
 
Questions, do you have a three point hitch. If so, there are two separate pumps, one smaller one for hitch piggy back on main pump. When hitch is not raising, the flow from hitch pump joins the flow from main pump at the aux valves so little different test procedures.

First try holding aux valve dead headed and see if power steering changes, better or worst. If it gets better, you most likely have a stuck flow divider valve that serves steering . It is in the block where those two large hoses go, one straight up from pump. I stuck open it will send all or most of oil to aux valves so by holding one on demand it will then send oil to steering.

If you still see no change when holding aux valve, you should take quadrant lever outer guide loose on top and pull hitch position control lever way back past end of quadrant so hitch raises and bottoms out, opening relief valve of hitch. Then no oil from hitch pump will be added to aux valve.

Now, with that done, see if aux valve will operate a load of any kind, regular hyd cyl on disk, or digger or what ever. If it does, pump is ok, if not, pump is bad or severe leak between pumps or down stream from pump, not likely though.
 
I do have 3 pt it works good. I did the aux up and down on change. but when I use the aux with load on it. its slow but if I turn the steering wheel just a little it will jump up as if it was new but still no good steering
