656 Utility

I have just purchased a 1971 International 656 Utility with 1600hrs and have been going through it checking everything out. When I tried to check the timing, the manual says the timing marks are on the pulley on the front of the engine. I cannot find the marks. In the picture it shows a plate that looks like it is riveted on but I cannot find it or any sign of it. I removed the plugs and rolled the engine over to look and do not see it or any marks.
Am I looking in the wrong place?
Is there any reliable way to mark the pulley for the advance?
I know how to find TDC and I can see the pointer.

There should be a steel ball imbedded in the outer flange of the front pulley. That is TDC. From the ball there should be marks for the degrees of advance.
