Heat the housing that the shaft for the lever goes through. Keep heating and wiggling the lever until it frees up. This problem is not at all uncomman on a Ford tractor.
 
I'd probably start by loosening the lever and removing the friction disc. There isn't really a long shaft through that housing and those ones are not so likely to stick from what I've seen of them. If it's not the disc I'd hazard a guess that it's somethign inside that's stuck... You can try heat on it but that will likely mean some o-ring replacements which will probably necessetate removal of the cover anyway. I'd try removing the disc first then replace the lever and try to get some force on it that way.
