684 IH power steering issues

New to this forum. I have a 684 IH that has steering issues. I read and earlier thread on here that explained pulling a plug below the filter and housing. As that thread explained my lift arm work perfectly as does the PTO. I to have rebuilt the front steering cylinder. My question is when I pull the plug to find the spring and possible screen, will I lose all of my fluid? This is my first renovation of an older tractor and first IH tractor. I have enjoyed the challenge of something new. Any suggestions would be appreciated.

A diagram is available with part numbers at Messicks.com. from the link I put here, go to categories, choose hydraulics, then choose diagram steering 10-03, 10-05, and 10-08 In that group there should be info you need. A manual (from this site or other is also needed. Jim
 
Hi, welcome to YT, so more information on your 684 "steering issues", is it difficult to turn the front wheels in both directions?
The first thing I always advise on the IH 74/84 series tractors with steering issues is to jack both front wheels off the ground and then try steering to the maximum left and right as sometimes it is a build up of old hardened grease in the front knuckles or the bushings are gone because previous owner never used a grease gun. See photo below, there is a grease fitting by the red arrow, make sure it takes grease and fresh grease appears at the top and bottom of the knuckle.
The next test is to test hydraulics by Dead Heading the remote hydraulic outlet and see if the power steering works.

Free IH manuals for the European IH 54/74 series tractors can be found at the link below, your 684 is one generation newer but there were only minor updates from 74 series, there may be more differences if your 684 was a crate unit that was assembled by IH Louisville, KY, USA plant and it will have a Made in USA on the serial number plate.

Mine is built in the Uk. With the lines on front cylinder disconnected I have fluid flow turning both left and right. Cylinder has been rebuilt because it had a severe leak. I will crank it and engage hydraulic lever and see if the steering wheel turns. Thanks so much for your help.

IH 84 series hydraulic MCV valve, see photo below, your 684 will not have the FWD/REV Pump but may have a T/A, where the RED arrow points that line will go to Hydraulic Oil cooler in front of the Rad.
The Flow Divider or Priority Valve bottom center splits the 12 GPM pump flow into 3 GPM for Power Steering and 9 GPM for 3 PT and Remote Valve. If the Flow Divider gets stuck in one direction, there will be 3 PT and Remote Valve but poor Power Steering, stuck in the other direction Power Steering but no 3 PT or Remote Valve.
The Power Steering should have about 3 GPM controlled by Flow Divider and 1500 PSI controlled by Power Steering Relief valve.

Finally got aback around to 684 today. Dead heading the hydraulics made th power steering work. Doses that mean the forward/reverser pump is bad. And is it located between your getting on top of transmission with a wire attached. Your help has been tremendous. Thank you
 
No, it is indicating the priority valve is sticking, sometimes just dead heading the remote valve will shock the hydraulic system enough to unstick the priority valve and the PS will work for a while.
 
Awesome. I’ll get back too it tomorrow. Baling hay today.
Any suggestions if it doesn’t work. Can you buy that valve? Or take it out and spray it with lubricant.

Your information was spot on. There was a speck of debris is a small orafice. Cleaned the cavity well. Put it back together and Shazam, power steering. Thanks so much for your kindness and help with this. This is my first piece of red iron to tackle. When this one is complete I will tackle a 140 farmall that belonged to one of my father’s dearest friends.
