686 IH hydraulic help

I have a IH 686 when I try to lift the loader or roll the bucket it instantly kills the engine. Fast hitch (3 point) works but the engine RPMs drop. Any ideas? I was told that it might be a return problem.
 
Either your tractor is running so poorly that it can't produce enough power to overcome the relief valve, or you have a serious deadhead problem that is going to cause damage if you keep trying.

Did you install this loader recently, or did this suddenly start happening? Did you make any changes to the hydraulic system recently?

How are the loader hydraulics connected to the tractor?
 
Does the response of the engine to other loads like
moving the tractor seem okay? Has this loader and its
hydraulics been on the tractor and previously worked
fine? Just additional info, gas or diesel?
 
The loader has been on since new. This only started in early January. Previous owner cleaned the filter not sure weather he changed the oil or reused the old oil. It worked great for a about two week's. Been told by some hyd people that it sounds like its a blockage in the return system.

Does the power steering seem normal?
How does the loader connect to the tractor? Do you use the factory remote levers, as in one lever operators the loader main frame and another the bucket? Or does the loader have its own valve? If so describe how it is connected to the hydraulics?
