you bleed all the filters . the final can be a buggar. sometime a bit of air to fuel tank helps.
 
Full tanks always help with more static pressure from the weight of the fuel in the tank then loosen the bleeders till you have free flowing fuel with no bubbles coming out the bleeder. usually does not take to long to get the fuel through new filters. Then there should be a bleeder on the injection pump usually on the top or near it. Once fuel comes from there loosen the lines at the IP or the bleeders on the injectors some have them some don't. just crack them loose. roll it over till you start getting fuel it should start pretty quickly when you get to the injectors. Will probably start on a couple cylinders then just tighten things back up on the injectors. Things do not need to be tightened up to the last of the threads just nicely snug tight.
 
As caterpillar guy said fill the fuel tank up to the very tip top. The 400 Case is very similar and it is almost a must to have the
tank full. I've never pressurized the tank as rustred says, but read where alot of guys do it. So it must work for some. gobble
 
I have used a squirt oil can with diesel fuel in it and pumped it into the final filter, could get enough in to get the motor to run, left bleed screw out till fuel came out, or else pull it till it starts
