Hello Roger, welcome to YT! You claim to have went awful deep into a tractor you don’t seem to know much about. The 706 came with 2 different diesel engines the IH built D-282 and after November 1966, serial number 37237, the German built D-310. Which do you have? Most D-282 require working glow plugs to start well at temperatures below 60F. Did whoever completed the valve work on the head set the valve height to spec? This is very important to maintain proper cylinder compression to build heat for cold starts.

Are you talking about the lever on the left side of the dash? If so, again I find it hard to believe that you bought an IH of that model without knowing about the love & hate tales of the IH “Torque Amplifier” It is a two speed shift on the go (no clutch) that when shifted back towards the driver reduces drive speed by approximately 1/3. Be mindful that they are not designed to shift down to provide engine braking particularly in the 4 high range gears.

Like said the D-282 needs the glow plugs to start well in almost any weather for the first start of the day and if it sets for several hours may still need it again. Lever on the left is the T/A as also described to use. Not a speed reduction user unless pulling under load. Not to slow down with like a brake. Plowing or working like that and need more pull without loosing your power you would pull it back ,then after your through that tough spot or over the hill push back forward again and DON'T do it SLOWLY.
