8 speed reverse shaft

I am the first to say I am not the sharpest tool in the shed, heck sometimes I don't even know if I belong in the shed. But I am trying to pull the reverse shaft out of the top plate on a 70 series 8 speed. I have the inner range shaft removed, the snap rings removed on the outside and the shaft won't move more than a 1/4 inch. I know there is a snap ring on the inside and it is not the issue. I wouldn't thing the plate has to be removed from the transmission? It's not froze because you can turn it. What am I missing?
