820 power steering

I just got my new to me 820 home. The power steering works as it should when the tractor is moving but not when parked. Is this right for a 1958 tractor or not???

Is this the 820 that sold in the Mecum Auction last Friday? Their is a small belt driven pump just back and below of the fan on the left side that possible needs the belt tightened. If this belt happens to be a little loose the pulleys screw together to tighten the belt.

The tractor that I was referring to sold for $9500.00 plus buyers commission. I was interested in it but I couldn't get to Davenport to look at it and Mecum didn't return my phone calls and I couldn't tell enough by the pictures to feel comfortable bidding online or phone bid without getting a few details. I felt it sold cheap enough if it was as good as it looked in the picture but that was all that I could tell.
 
Tom, I don't blame you for being cautious there are plenty out there, but most look better in the photo beauty contests posted than they are in the flesh.
