830 2-cyl rack stuck ?

Ok, the rack on the flywheel side seems to be stuck. The rack on the pulley side moves easily with good spring back. I have the throttle wide open. I can move the flywheel side rack towards the pulley side with a little effort using a screwdriver as a lever but with the flywheel side rack not moving easily, the pulley side rack cannot spring them back. Is there anyway to get that flywheel side rack freed up with out taking it apart? Penetrate or something maybe?

Can you see any rust on it ? I was just wondering as to what might cause this.

No rust. It's been sitting for about 25 years. I've heard sitting with stale fuel will cause them to stick.

Setting that long with old stale fuel, pumps AND injectors will need cleaned to free up the stuck parts. I get pumps in that have set less than one year with stuck parts
too, if there's any water in fuel or bio diesel used. The gear transfer pump may need cleaning also..
