830 Throttle Handle

On my 830 CK (gas) For as long as I can remember, I have had to manually hold the throttle handle open if I want a higher rpm's for mowing
and such. It will stay around half throttle pretty consistently with out doing that if I use the foot pedal. That its ok for bailing and
raking. But if I want that higher rpms for up a hill or thick heavy grass I have to consistently be pulling back on that throttle handle. Is
this normal or am I missing a spring? or is it a governor adjustment. Thanks
 
There is a brake disk underneath the throttle lever and a spring on the bottom of the upper throttle shaft to increase tension (approximately half way down steering column). Nut and jam nut to tighten. Not the easiest place to get to but can be done with ordinary open end wrenches. I don't think brake disc is available from CNH any longer. Likely tightening spring will correct your problem.
 
I replaced all the friction disc spring etc when I did the steering shaft bushings still doesn't hold very well on the diesel. The friction disc is nothing more than cork.
 
While the friction disk may look like cork, I believe the original was material similar to brake lining. Cork would disintegrate in short order, if under the proper tension.
