FIRST thing to do would be to "polarize" the generator.

You left out one VERY important detail, though, "pony" start or 24 Volt electric start?

If 24 Volt be CAREFUL and be SURE you know what you are doing, it's easy to make BIG sparks and let the smoke out of the regulator and/or generator if done wrong or you accidentally drop a tool the causes a short while working on the system.

Post back with the missing info for more help!

To polarize, momentarily jumper terminals as shown BEFORE startup.

If no help from this, I would next check for stuck or badly worn generator brushes.

Disconnect batteries BEFORE working at/on generator,

Its typically EITHER the genny or the Voltage Regulator that fails and if all else is okay and wired correct once you Polarize as described below (never hurts but I doubt that's the problem) you can next try to FULL FIELD the genny by momentarily jumping A2 and F together which in effect by passes the VR's regulation function causing a max charge condition. When full fielded at fast RPM if she still don't charge the genny itself may be bad (among other causes) since then the Voltage Regulator function is out of the equation. Often the cause is worn or bad brushes or bad field windings etc etc.

That happened to me about 5 years ago on my 830 24-volt. I tapped the voltage regulator and the light went off. It's been working fine since then, but I only run mine two or three times a year. Al
