Can turbo return line be replaced without first removing turbo? Thanks for any info.

No, you need to get the turbo out of the way to get the tube to wiggle up out from behind the inter-cooler, and even then it's ornery, I don't like to deal with those darn wet inter-coolers, the air-to-air coolers are much better.
