861 power steering

I have a 1958 861 with the early style piston type p/s pump. As I drove it out of the shed last week I noticed I had very little assist in my steering, maybe 50% at most. Checked fluid and belt tension, all is good and no leaks. I did notice the p/s cylinders felt very warm as well as the pump itself after only 20 minutes run time. Maybe pump filter or relief valve? Anyone have thoughts or experience with this ? Thanks
 
Having good fluid level is one thing, but having good fluid is another. When was the last time that the fluid and filter were changed?
 
About 500 hours on p/s fluid, as for filter, I have owned the tractor 15 years and never replace it. Looks like a good place to start.
