861 power steering

Help if you have any ideas. I have been working on an 861 power steering. Have replaced the pump (twice actually). Have cleaned and reassembled the control valve. Steering is very difficult to turn. Have been all the way to the bottom of the steering box. New sector gears, bushings and every seal and bearing in the shaft. (New shaft also).Have put a pressure gauge and shut off valve in the pressure side. Pressure does not register until you close the valve. Will go to nearly 2k if you close it. Put the same valve and gauge in line that goes from control valve to cylinder and get no reading even if you close the valve. Does it have to be the control valve???
