what do you have going on? did you lose the pto suddenly? Your post does not give very much info to work from, I have seen many that the roll pin that holds the brake piston on will shear and the oil will escape there rather than apply the clutch, It is fairly simple to remove the hydraulic pump to look at it and fairly simple to repair, it is on the left side and down in the opening, If you have a blow gun and can blow through the inlet fitting without restriction that is the first place I would look. Putting a gage on the tube there and applying PTO should give flow divider pressure 280-210 lbs.
 
There is appx. 200 lbs. pressure going into the housing, so now comes the fun part. I have pulled the pto housing on my other 70 series tractors and at least I now know the problem is inside. I will try the compressed air trick first. Thank you for the advice.
 

You are absolutely right Roger, that was a dumb mistake , I have tested and reset more of those than I care to think about, Glad someone is thinking, LOL
