I get tired of fighting with the axle seals. I replaced once and it seemed like in no time, they leaked again.
I had an extra set of drums, so I drilled some holes in a set. I thought that reduced area would give a little more friction and help, not to mention it might keep oil from collecting.

Now I wonder if anybody had ever tried "slotting" the inside of the drums for more friction.

I already know the best fix is to go after the seals again.

I hear ya. Ive been fighting brake leaks on mine since I got it in 99. I'g gonna take it to a guy thats gonna put new hubs on cause the hub on the left(leaking)side is worn and won't tighten up. I dug into them over and over following Smith's instructions but I'm not real confident about the shims so I'm gonna get a pro to handle that and my lean carb problem too cause I sure ain't having any luck after 2 weeks of trying. as for slots etc. the more surface contact,the more friction,thats what stops it. But if they are soaked in gear oil you could push the pedel till it busts off and it ain't gonna stop.

I've never seen your tractor, but this symptom sounds like the hubs
were worn, allowing them to wallow out the new seals too soon.

Brakes that are meant to be dry, will not work well in oil.
No matter what modifications are made in my experience.
 
Lowering the hydraulic oil level to the bottom hole of the inspection cover hole helped my leaking seal problem a bunch.
