1949/50 front dizzy,been sitting for 10 yrs, older restore,problem with gov,and no throddle response,will start and run,but only at half throdle but you can manually throddle it at carb but no response at the gov,tried to adjust the stop screw but still nothing,tried to adjust the governor rod according to the fo.4 shop manual but no luck,also the inter lever and the outer lever is sloppy as in side ways and up and down in the houseing,hope someone has the answer before i get p.oed an yank it out
 
Governor tries to maintain steady speed or prevent overspeed.

It is NOT the job of the governor to "THRODDLE up"!

The spring on the governor tries to yank the carburetor butterfly open, the governor fights that.
