8n hood/radiator problem

The original subject was "8n hoodradiator problem".

About those lower radiator pads which I need to install with my new radiator: How tight should those carriage bolts at the bottom of the radiator be fastened? I would think there would be a sleeve to limit the compaction of the rubber while allowing the bolts to be securely tightened. The 7/16" x 1-1/2 bolts are appear to be long enough to allow double nutting if necessary. So how tight should they be? Thanks much. Hepcat
 
So how tight should they be?

Tight enough to fix the radiator without overly compressing the rubber pads. Some pads compress easier than others - WAG would be 10-12 ft lbs on a torque wrench.

Noting wrong with double nutting or using blue thread locker.
