just replaced the cylinder housing and piston and rings for the 3 pt hitch did not do the safety valve and the lift still drops after all this

What troubleshooting did you do before you repaired the lift cylinder? Did you observe fluid leaking down from the top cover with the lift under load?

Did you use the 3 gaskets under the cyl?

Did you check the relief for leaks?

Yes all gaskets done I wonder if it is the safety valve

That's why I asked you if you did any troubleshooting before you rebuilt the lift cylinder. And that's why soundguy asked you if you checked the relief valve.
