My next door neighbor thought there was something
wrong with his tractor. Push on the starter and
nothing. So I go over, and same thing. But when
you hit the starter in makes a faint
Whine or moan noise. The starter is new. I also
noticed that smoke came from the ground wire at
the ground point on the frame.

This tractor was running fine before, but he installed a new battery and says it is negative ground ( so he connected EG post to ground)
Anyway, so I
filed and sanded the connections at the ground, on
the relay and everywhere I could find a connection.

Nothing changed. No starter activity at all, but now
the right hand connection where the ignition wire
goes smokes instead of the ground. It is converted
to 12v and has the NEG post running to ground. Is
that the problem?

Since I has been converted to 12 volts that say there is a 99.9% chance it has to be - ground or one will let the smoke out of the alternator the moment you hook up the battery. Try this wit ha heavy wire like an old battery cable jump the to big posts on the solenoid. If it spins over that way the solenoid is bad or you have bad battery cable. You can also try this. Using a heavy wire like a battery cable jump it right to the starter from the battery + post. If it spins over that way + battery cable could be bad and you cannot see a bad cable
 
It wound up being the new starter he installed a while back. He took it off, shook it, put it back on, and it started right up. I suspect the terminal for the cable wasn?t right.
