9000 pto issues

I’ve rebuilt the pto all new seals in the clutch new discs new pto brake
Ive rebuilt the dual power new seals in the high clutch pack new discs new sleeve in the housing
New hydraulic pump
My problem is the pto doesn’t shut off with dual power on high till half throttle and only makes 130 psi at idle while with the dp in low it makes 180-190 at idle. I have taken the pto and dual power apart multiple times and i cant find anything wrong. Idk what else there is to check.

If the PTO works fine with the DP in low range, but not in high range, then you obviously still have a problem in the DP. Either you damaged the seals on the piston and/or the rear of the hub where the 3 seal rings are. My bet is that you damaged one or more of the 3 sealing rings putting the direct drive clutch back in. That's about the only things it can be. Either that or you have something goofy going on with the control valve, but those things are pretty much bullet proof.

Put the 3 seal rings inside an old style spray paint cap. The compression inside the cap will make them tight to the shaft and less likely to get damaged when installed. An old ford dealer mechanic told me this when I had the DP apart to replace the clutch pack housing that blew the back off.

I pack the grooves with Vaseline before installing the seal rings. Works every time, never had a problem.
