966 right brake doesn't work

Got a 966 that the right brake pedal goes all the way down and no brake at all. What is easiest way to tell if it's the brake pedal valve or in side the brake housing? Also this tractor has different lock. I've replaced brakes in ih tractors before but not one with different lock. Is it a big deal to take the diff lock apart? Also are these wet or dry brakes? It's not a black stripes tractor if that makes a difference or not.
 
The cover/brake housing comes off with a few bolts around the edge.then possibly one in from the top through the platform. I would start by loosening the line and work pedal to see if you are getting oil to the piston first. If no oil then adjustment to the pull rod from pedal to brake cylinder housing for lack of a better word may be needed or the o-rings may be shot in there. IF no go with this then the brake housing with discs needs to come off and will probably be all oil soaked from a leaking piston. Then the discs and spacer all have a spec to be set at with adjusters collapsed. No I don't have that spec. Do pay attention to the way things are in there to get them back like should be.
 
Our 1066 has the diff. lock which is absolutely worthless. We've
had leaks & trouble with the right brake area since new. Cat Guy
is right with disassembly & inspection. Oil soaked discs.
Could be the actuating valve at the brake pedal since it goes all
the way down.
