9N/2N vs 8N governor

Helping a friend work on a 9N/2N. He bought a "new" governor and the arms do not line up with the previous one when installed. The arm that connects to the carb linkage is off by about 3/4" (putting carb at wide open throttle when it should be closed). Additionally, the throttle lever at the dash will not go up (closed throttle) when linkage is attached to governor, it only goes up to about 1/2 throttle on the quadrant. The old governor was definitely a 9N/2N (no proofmeter), new governor has the proofmeter connection.
Are the 9N/2N and 8N governors compatible? If so, maybe he got a part from the land of "almost right"?

Thanks in advance for any help!

They are not the same and are not compatible, hope he can return it!
Do the two even look the same?

Here's a 9N/2N governor. Rods at about 90 degrees to each other.

Thanks for the pics, Royse. The levers on this one are about 90 degrees apart, similar to the 9N/2N picture. However, the levers are rotated clockwise about 3/4" compared to the governor that was taken off.
It almost has me wondering if the fork was put backwards on the shaft inside of the housing. From what I can tell, looking at exploded views of governors, this would move the levers rearward.

I understand what you're saying now. Not sure why they would
be rotated 3/4 inch, probably just not right inside.
I have not heard good things about the "new" governors.

I've never tried it personally, but I can't think of anything from
memory that would stop you from using an original 8N governor
housing with the internals of the same type 9N/2N governor.
A spot check of the part numbers show many of the internal parts
were the same part number.

Was the old housing worn out so it couldn't be rebuilt?

9/2n gov levers are different. Guts are the same. Either return it or
take apart and install the old levers.

The 9N/2N governor has 3 arms, the 8N governor has 2 arms and the 8N will swap onto a 9N or 2N. I know, I just worked on one. There often are several problems with all of the new/aftermarket crap made today. Most if us seasoned veterans don't buy/use any for this reason. All of the N's components were designed to be rebuilt and used over and over again and that is what we do. They make a governor repair/rebuild kit complete with new 5/8" balls, gaskets, shims, race, and bearing. Other parts are also available as well. The throttle lever fully UP is opening the throttle fully, not closing it. The 9N/2N throttle shaft assembly, p/n 9N-9802 is fitted into pilot holes going from the dash/throttle lever and linkage to the front of the head where it fits into bracket p/n 9N-9827. The bracket is fastened on the head by two head nuts. There is a linkage from this front end of the rod to the governor and if The linkage is bent and/or that bracket and rod are bent, this will cause the throttle lever to perform exactly as you state. I suggest to get a rebuild kit and do the original. FORD added an oil lube line to the original governor about 1942/1943. Proofmeter lines were added on post s/n 263844 8Ns when the Proofmeter was released. In my picture, note compensating spring and the rod arm. If that arm is bent or if the linkage to governor is bent, the lever will only go to half mast. I just went thru fixing this on a 9N because someone had replaced the head and didn't know what they were doing, and pried the rod and lever all out position. The arm was bent down almost 90?.
