My tractor's front wheel is puncturing the tube due to heavy rust and scale build-up. I've found a sand-blasting shop that's familiar with these problems and mentioned the occasional need to weld-up areas that may blow through during the sandblasting. Before I choose this route, I thought I'd check on the availability of 4.00 x 19 wheels (5-bolt pattern) in useable condition. I'm in the Longview-Kelso area of SW Washington state.
 

You could get new rims, here they are about 100 bucks, or another possibility is buying the rim by itself and have the old centers transferred over. I've never done this but I'm looking into it myself for my 9 and 2N's
 
What I do is clean them up my self. I use a angle grinder and or wire brush. I then paint them with truck bed liner spray to stop the rust. As for new rims I bet it you checked you would find this site sells them. I know nnalert tractor parts sells them for a tad bit over $100 each
