9N won't start

I have a 9n that just would not start one morning. I had used it the day before to do some raking and it ran fine.Checked the usual stuff; gas to carburetor,compression(80psi),and spark.When I hold my hand over the air intake there is suction(vacuum),if I take a sparkplug out ther is no vacuum.I tried everthing I know,so I removed the manifold and head.There are no visible cracks and the gaskets looked ok.Can anyone help? Also,when checking for spark,I would not get spark by placing a screwdriver into the wire, only by removing a plug would it spark. The plug sparks blue,though not with a real snap, but it is a 6 volt system.
 
The plugs are wet,any thoughts about the loss of vacuum at the carb when cranking engine with a plug out?
