Came across this web site...folks involved in the construction industry may be interested in this one. (The lawyers in the USA would have a field day with this mishap)

I looked at the site, that appears to be a normal day in china. Looks like it is still usable horizontally, just takes up a little more real estate. The good side of this is the people had not moved in yet. It can't fall any further.
 
Hmmm ... I'll bet somewhere an insurance adjuster will find an expert that will say that the building is repairable ....

After all just need to tilt it back up ... although the cracked stucco will probably be a big problem ...

This happened last year. They essentially excavated the soil out from one side and the building and the pressures in the soil let it collapse. If I recall some of the other pictures I have seen, it also appeared some of the concrete was improperly reinforced.
