adjusting sickle on pull type windrower

i'm trying to get the sickle on my 1214 john deere pull type windrower adjusted as it dont want to cut grass will well. replaced a bunch of parts and it's better, but one guy told me i want to adjust the sickle as far back as possible. i would think the oposite would be better to get more cutting edge, but he said push the sickle back onto the wear plate as far as it will go and then tighten it. anyone else do this?
