adjusting timing

My 550 just does not seem like it's "right" when running. When static timing it, I moved the distributor cap 15 degrees each way and got NO response!! What am I missing here?
 
Maybe a stupid question, but does whole distributor move, or just the cap. The whole thing has to move.
And if I have misinterpreted you, please accept my apologies.
