Allis 7580 steering problem

I recently bought a 7580. I was operating it when my steering went dead. It had been acting kind of sluggish. I changed the filter and fluid but still nothing. I cracked the pressure line and there is nothing. Maybe I need to prime it? I have pressure at the clutch line however.
