Allis Chalmers C brakes

I just bought a 1943 Allis Chalmers C with a narrow front. It only has one brake on the left side. The seller told me that he heard it was an option back then on the narrow fronts because the brake was only for stopping and with the narrow front it wasn?t necessary for turning. This sound plausible or a line of hoo-hop?
 

I will go with "a line of hoo-hop". Any I have seen have brakes on both sides, hand or foot operated. AGCO parts doesn't show using "1 of" for levers, pedals, brake bands; 2 required on each of those.
 
Someones trying to sell you a goose that lays a golden egg there. I.E. it came with 2 brakes one on each side when new just some one took it off some how due to something breaking at some point. I have the parts you need to fix that
