Allis G Governor Linkage

Both the governor and the carburator have been rebuilt. The engine runs great, but tyhe governor doesn't work. The pins and weights in the governor have been redone in the local machine shop. The linkage sticks. Any help in fixing this problem would be welcomed.
 
Hi

Disconnect the carb rod. Does the governor still bind up or act like its not working? Did you do any adjustment to the bumper spring adjusting screw?
