allis hd4 dozer stops moving under load

I HAVE A ALLIS HD4 THAT I REBUILT THE ENGINE AND STEARING CLUTCHES , ITS BEEN SITTING FOR YEARS , IT GOES INTO FORWARD AND BACK FINE AND DRIVES ALL OVER BUT WHEN I GET TO A HILL IT STOPS MOVING , 1ST GEAR IT WILL PULL ITS SELF BUT 2ND OR 3RD IT WILL STOP MOVING ? ANY SUGGESTIONS ? iM THINKING ITS SOMETHING WITH THE REVERSER CLUTCHES HOPEFULLY JUST STICKY FROM LACK OF USE ?
 
I don't know much about dozers but don't they have a main clutch at the engine like a car, truck, or tractor? Then steering clutches. Is the main clutch slipping?
 
check for sheered bolts on flex plate/wore out bushing in torque converter . old AC dealer man advised customers to remove suction filter from torque tube and replace with fine mesh wire clothe screen to cure starving converter &shuttle clutch worked good for over 20 yrs this way hd4 dsl w 6way blade is a real tiger said to work as good as 450 Deere good luck Eagle Bridge Ed
