Another question about 8N hydraulics

Sorry to be kicking a dead horse, but just a quick question before I start tearing into it and ordering parts:

1951 Ford 8N. The original hydraulic pump was grenaded by a previous owner. I don't mean just cracked, I mean exploded. As part of a rebuild of the tractor, I bought a used hydraulic pump and replaced parts that obviously needed to be replaced and installed the best parts from both units. Also, the lift cylinder was cracked, so I replaced that with an OEM unit and replaced the piston with the later model piston and a new O ring.

After installing everything according to the manual, filling the trans with 90wt mineral oil, and setting the lift according to the manual, it all seemed to be working properly. I hooked it up to a fairly heavy blade, lifted it, and drove it to my place, about a mile. Since then, the lift is inconsistent. Sometimes it lifts, sometimes it just tries. Yesterday it would not lift the blade. With nothing on the lift, the arms come up slowly. Obviously a pressure problem.

Could it be a bad safety valve, being that the problem seems to be intermittent?

I will start actively troubleshooting tomorrow. Several of the past threads have been helpful to get me started.
 
Personally, I would remove the right side round cover so that I could reach in and manually move the control valve in the pump and see if that makes it function. You can chase worn/maladjusted linkages all over the place, but this approach gets directly to the control valve.
