Bought this at a antique store, the only marks are pat. March 1887. The rings rotate on rollers. The handle is 4 ft long.

I am going to guess they have something to do with holding and

keeping the reins seperated when a multible horse hitch setup is used.

I found the answer, it is a slat (picket) fence wire twisting frame. Thanks to all that replied.
