Assembling my Uncles H engine, some questions

My Uncles '39 H engine is SLOWLY going back together. just need to find time. I have some general questions.
Getting ready to torque the head down. 70 ft lbs ??
(related question - I received this engine all apart in boxes, and there were no head stud washers. All of the head bolt 'pads' on the head were the same height, is this because it is a early '39 engine?)

Does the front cover get assembled before the oil pan goes on ??

What should I set the valve lash to during assembly? Is there a hot and cold spec ?

I had the same issue on a 39 H.Use a tape measure,measure the head.The manual called for 2 different size studs,4 just a little longer,use the longest studs and it will be fine.Just make sure when you mount your studs into the block theres enough standing to go through the head and still have enough for a full nut.

I would assume that all H are the same? I just had my Dad's 48' apart. There was 5 longer studs, 3 of them are used down the center of the head where there is tubes inside the head. Those 3 studs get a thick washer. The other 2 longer studs are used for the throttle linkage bracket.
