B Governor Making Noise?

A few weeks back I posted about a ticking sound I was
hearing on the top side of a fresh engine and head rebuild on
my B. I finally got the rocker arm rebushed and the surfaces
refaced at the machine shop thinking that will finally solve it,
but no success. So I took the governor housing off to inspect
the governor teeth and camshaft teeth. They both are fine, but
I noticed a spot in the governor housing where it looks like the
weight is catching the housing. Ive had this governor for five
years, and the only thing different from before engine
overhaul and after overhaul is a new distributor bushing. What
do I do to remedy this? File the edge of the housing a bit so
the weights dont catch? Maybe this is causing my ticking noise?

The weights shouldn't be able to swing out far enough to contact the housing.

Are the governor spacer and bearing and races (29 and 30) in place and intact?

Was the length of the rod connecting the governor adjusted according to the shop manual procedure?

If it is the weights the only time you should hear the noise would be at an idle. That is when the weights spin in the largest radius. I am not that familiar with those style governors. I would agree with wore out they should never swing out that far.
