B PTO thrust washer

I have the rear axle off the 51 B to replace bearings, seals, gaskets, etc. When I spin the PTO bevel gear to the left I think I am seeing a broken thrust washer flip up on the right side. It appears to be a gray plastic or Fiberglas looking piece. I can't wiggle it out. Is that what I am seeing? I assume I need to replace even though this will be a parade tractor and never any intent to use the PTO. I really didn't want to get any further into the trans since that seems to be a complicated group of parts to pull to get to the washer. The service manual leaves a lot of detail to be desired. Is this a difficult part to get to and get everything set back up correctly?
 
Sorry for the list of questions. Here's what I'm seeing. I went back out to look at how hard it will be to get things apart and it keeps getting better. Looks like the factory, or somebody down the line, forgot to put a cotter key in to limit the sliding gear from touching the PTO shift lever and the sliding gear rubbed on the PTO shift lever. I now have a spot wore on the shift lever and a slightly chipped sliding gear tooth. Pull and replace it all or let it ride since PTO will not be used?

Thats the way that washer is made there is nothing wrong with it put a flat washer on the shifter and a cotter pin and you are good to go
 
Those thrust washers will move around in there some ,but as long as it catches on the tang and does not spin all the way around it should be fine. Likely that gear got chipped from someone putting into or out of gear while it was moving. I'd try and get a cotter pin in there. Good eye for catching it. I don't think those have a flat washer on there before the cotter pin. Just a cotter pin. A quick look into the parts book would tell for sure. I don't have mine handy.

By the way those pto gears are the first thing in the case and the last thing out. So if you would of had to go into it everything would have to come apart.
