badly needed help

After a fire on my Deutz 6207 the wiring was burnt above the starter. I was able to splice in new wires. When I tried to start it nothing. The starter button is a pull type. When I pull, I can hear the click of the preheater, but the starter does not engage to start the tractor. If I jump it from the solenoid to the starter it immediately starts. I have replaced the starter button. I have checked the splices, and they look good. Could it be the solenoid? I know this may seem elementary to most on this site but would appreciate any help as I need this tractor. Thanks!!

Use a test light to trace the electricity from the Key/switch to the starter. Jim
 
If you can start it with a screwdriver across the solenoid to the starter motor, then the solenoid is good. Your trouble is going to be somewhere in the wiring between the solenoid and starter switch. As others have mentioned, there may be a start disable switch when not in neutral, or some other safety switch elsewhere.
