Bd154 no fuel

Have an old IH3444 backhoe with I believe the BD154 diesel. Thing always ran great until 6-8 months ago. Just won’t start. Spins over great just doesn’t fire.

Tried some quick searching here is what I did:

1- I cracked both bleeder screws on pump. I have fuel spraying out great with cranking.

2- removing injector line- no fuel.

So I found some posts could be the shutoff stuck? How do I unstick? Do I remove the injection pump lid?
 
If the rotor plungers are stuck removing the lid won't do any good. ANY traces of water in fuel or Bio diesel will make the plungers stick after setting unused for a short time. I repair a lot of pumps with stuck plungers from setting awhile unused.
 
Def never ran bio in it. Only thing would be water.

Is there anything that can be done on the machine? I really hate to spend any money on this. I was thinking of selling it earlier this year but the no start kinda stopped that thinking
 
ok update- i removed the lid, and found the pump was filthy inside. dirt/rust/who knows what. so at this point im fairly certain its going to have to come off.

question- is there any specific timing setup i should set this thing on to pull it? I did look through the little window and i see i believe letters A-H with corresponding lines. my manual for hoe is mum as to timing the pump. i did find some info through googling that says to set the line for G to align with the lower tip of snap ring?
 
I think that pump is like some Ford and Perkins engines that have a three bolt drive gear/hub design with a gear pin that aligns with the hub face notch to keep it in time, so NO flywheel timing is needed. Just make a note of where the pump flange scribe line is near the timing gear case scribe line, and replace the pump back where it is now.
