Bendix slightly seizing upon retraction

The bendix on my recently rebuilt Delcoc
starter for my Allis Chalmer C is intermittently sticking and won't extend at all. When I try to move it by hand, it seems just slightly seized, enough that it won't extend at all. What should I look for?

I had one on an Oliver a few months ago that wouldn't throw in. When I took it off, it looked perfect, looked quite new as a matter of fact. What I found on that one was, the bolt that goes through the rear loop on the spring has a little pin on the end of it and acts as a set screw that keeps it from sliding forward or back on the shaft. There's a little hole in the shaft and that pin on the end of the bolt has to go in that hole. With that pin broken off, it let the whole Bendix slide back so it was back so far that even though it was turning and extending out all the way, it wasn't coming out far enough to reach the ring gear.
