Inspect the old inner tube to diagnose the problem. Are there extruded blisters that line up with each spoke head (single wall rims) or spoke hole (double wall rims)? Is the old rim tape extruded the same way too?

Try Velox cloth rim tape to protect the inside of inner tubes from spoke damage. I find cloth protects better than the plastic rim strips used on most rims today.

Fabric athletic tape from Dollar General works good as a rim liner. Just like the fabric tape from the bike shop except it's 1.5 inches wide. Torn in half lengthwise, one roll is enough for four 700mm rims, five if you don't mind one rim having two pieces.
