Block heater for 4600su

My old block heater was leaking coolant. Pulled it out and it has a wedge type seal that expands on the inside diameter of the frost plug hole when tightened. The new heater is oem from New Holland part number 86590140 which is identical to part number 120025 available from this site. It has a round oring that measures 1/8 inch bigger than the bore in the block.. Is this new unit made to seal on the outer corner of the hole in the block?

Lube up the hole and shove it in until the heater is flush with the bock. It has to seal in the bore, it can't seal on the outside edge.
