Bolt on long (2 foot) teeth for Wagner Loader

I have I believe either 4 or 6 heavy chisel teeth bars that bolt on to my loader bucket. Each bar bolts on with 2 bolts. My question is do they go on to top of the bottom edge of the bucket or on the bottom of the bottom edge of the bucket.
