Brakes locking up

If the brakes aren't properly adjusted would that cause them to lock up? I have a MF 65 and one side seems to work ok and pedal has proper play in it the other doesn't and it locks up.
 
Sounds like the balls in your brake expander are worn. This causes lockup.I think you have to buy new expanders and when you are in there fit new seals and linings. Another not so common cause is that the drain slot in the bottom of the housing is blocked and a leaking seal has made the brakes sticky with oil. it still means getting in there, unfortunately !

It is right at the bottom,at the joint where the trumpet housing bolts to the diff housing.It is a slot that will only let a thin knife blade in. and is always overlooked at service intervals.
